People Matters: A Case Study in Change Management at The Arts House (2003 -2014)

Thesis Abstract

The concept of change management is largely institutionalised and popularised in corporate contexts. Changes happen in arts organisations and spaces quite frequently, yet they are seldom studied and even more so in Singapore’s context. Intrigued by how relevant and current the unique case of change management at The Arts House (TAH) is, this dissertation studies the two major changes that TAH has undergone, namely the shift towards literary arts and the merger between The Old Parliament House and the Arts Festival Limited. Interestingly, both changes did not emerge from the management teams but were mandated by the government. Hence, TAH occupies a unique position in Singapore’s arts scene and its evolution is worth studying.

The dissertation looks at TAH’s origins as one of Singapore’s pioneer arts spaces, its status as a historical building, and rationale behind the changes it underwent, then goes on to study the management teams and affected stakeholders through the perspectives of leadership styles, organisational culture and resistance towards changes. This is to identify the key aspects that could influence how change is managed. With findings that present issues faced by stakeholders of both transitions and the strategies implemented, the lessons learnt by TAH could also serve to inform future recommendations for similar organisations undergoing changes or future policy makers.
